I have a flock of society and zebra finches (the non-blue ones in this pictures are zebras) ... and they do this too. In fact, sometimes the one on the end will get up, walk across the backs of the ones in the middle, and then will forceably wiggle its way down between two others so as to be in the middle of the snuggle. :)
