In New York City, dancing in bars or restaurants without a that don't have the required permit is illegal.

Fixed.

I wouldn't want people dancing at Denny's, or for that matter at Biddy Mulligan's. They're not dance clubs, and there's enough furniture that a bunch of people dancing would be dangerous and hard to move around. Requiring dance clubs to be licensed as such isn't all that bad an idea.

[T]he law ... was enacted in the Prohibition era to crack down on speakeasies. ...

Norman Siegel, a lawyer for the plaintiffs, said he was considering an appeal.
Norman... any relation to Benjamin?

A club i used to go to called the Pyramid in Alphabet City had a permit for their upstairs bar area, but not the downstairs. So whenver the cops came by to "check up on things", a bartender upstairs flipped a switch that turned on all the lights in the basement, everyone would quickly move tables and chairs onto the dancefloor, and the downstairs bartender would leap out and start taking drink orders.

It was all rather 1920s, now that i think about it.
