On the recommendation of the committee, and to encourage calling within the community, phone companies charge higher calling rates when "kosher" phone users call phones outside the network. In MIRS's case, a "kosher-to-kosher" phone call costs 10 cents a minute whereas calls made to other phones cost five to six cents more.

Although it works the same way in Turkey's cell networks currently---internetwork calls cost more than intranetwork calls, so there doesn't need to be an underlying motive for the price difference here either---but the "recommendation of the committee" made me twitch, naturally.

Strangely enough, I'd really like a cell phone that just sends and receives calls. I never use text messaging, instant messaging, or the built in "mini browser" on my phone, as a phone is the wrong tool for such things (no QWERTY keyboard), and the provider charges you every time you use such things--or someone spams you with a text message.
