The impression I got from the article was that they were so terrified of the DI saying something to negatively impact their chances for promotion or otherwise impacting their military careers that they went along with it.
Which is exactly the reason why even the most mutually respectful relationships with subordinates are generally considered unethical in any business place...
... but I'm still with you in being staggered that this kind of ridiculous demands didn't cause any of the victims to grow a spine.

I think the army keeps it there just because they'd feel left out if they didn't have a presence in Hampton Roads since the Navy, Air Force, Marines, and even the Coast Guard all have an extremely large presence there.
Ft. Eustis earned it's colloquial. The only there of even remote interest is the army transportation museum.
