It seems more than just flood damage, though, given the level of the radiators and window, it looks like there was a wooden floor which has rotted completely away and the piano's feet have rotted enough to make it list, and that doesn't happen overnight even with flood damage. The painting -- and, for that matter, the radiators and pipes-for- look so new that they have to be post-damage.
My guess would be derelict building minimally refitted to be a very strange art gallery.
Incidentally, flood damage would have a single high-water-mark, if you look in the far corner, you'll notice different high-water-marks.
I think this building has had low wall panelling and floors ripped out deliberately, either as authorised architectural salvage or as theft. You wouldn't believe how valuable that stuff is in the salvage yards and how profitable nicking it is.
