Mr. Wang later told investigators that he figured no harm would come from the substitution, because he initially tested a small quantity. He did it with the expertise of a former tailor.

He swallowed some of it. When nothing happened, he shipped it.

sweet gods why would anyone buy food or medicine from china? Even if the authorities were even remotely interested in ANY kind of quality regulation, the sheer corruption in any of these bodies would render them useless!

Capitalism unfettered by regulation.

Buying from China is cheaper, even when you consider the cost of intercontinental shipping, because China's costs are extremely low due to slave labour and lack of quality regulation.

As such, buying from China is the most cost-efficient option for a great many things.
