If you're willing to live with really long print times, you could probably make one with fairly fine res and powdered sugar even on that large scale. It'd also be a lot more expensive, though, because you really need high-accuracy metal frames and more accurate steppers and all that, and those aren't cheap in large-scale. Something with fairly fine res and up to 6-12 inches you could probably still do with mostly salvage components, like old printer/plotter parts.
