It's not a summation of the article. It's a distillation of what is, in my opinion, the most important part of the article, which is not the focus of the article itself.
But that's not at all part of the article. A summation of that point would be more like "Around 12 guys from one company say that they've seen a handful of Iraqi police in with the insurgents they've killed." There's absolutely nothing consistant, widespread, or non-anecdotal about it.
