The whole picture's lovely, but you don't have to do anything special to get the reflection in the puddle (apart from having a puddle there in the first place, of course).
It looks more like fun with long exposure and a bright flashlight/torch or led. I've actually done some things like that, although not as good, and it was quite fun. All you need is for it to be dark out, put the camera on a tripod, set the camera for the shutter to stay open, and move the light around. The light will be low enough and you'll be moving quickly enough not to show up, but the bright light source will expose the film.
A similar, fun thing to do that can have interesting results is to go to a garden when it's dark out, set up the camera as above, and use a flash to highlight certain areas of the garden.

Light painting is a pretty awesome photo technique, a Philly photog I know has done some interesting stuff mixing glamor/fashion shoots with the same lighting tricks.
