According to US Government Accountability office, US federal agencies ignored 30% of the laws passed in 2006 completely, because of Bush's "signing statements" that said he didn't think the laws should mean what they said they mean.

I can't understand how the damn things are legal.

It's basically the same thing as Clinton's old line-item veto and that got shot down in flames.
