I'm not sure what you mean in general, but in this specific case, it has nothing to do with wanting drunks on the road and everything to do with legislative fuckwittery.
I hate drunks on the road as much as anyone, but I still think MADD are idiotic incompetents, and that many of the laws that apply to people suspected of driving drunk are unfair, and I *know* that most of the tests they use to determine your BAC, like the Breathalyzer, are unreliable and should never be admissible in any court.
None of that means I want drunks on the road. It just means I think the ways they're trying to keep drunks OFF the road are unfair, ineffective, and have huge undesirable side effects.
