FEMA knew the trailers they'd given to homeless people were toxic. They just didn't care.

More pointedly, they specifically refused to test for toxic chemicals after numerous reports of health problems from residents and independent tests confirming the problem, because as soon as they tested, they knew they'd find the trailers were toxic and then they'd have to fix them, and might be held liable for not fixing them.

The thing is John, FEMA isn't supposed to be doing this. They're first responders. HUD should have taken over at the two week mark. Yes FEMA fucked up that initial response, but them fucking up shit that's so far outside their scope that they can't even see it? I can't give them too much shit for that.

You can't give them shit for knowingly and deliberately covering it up?

I don't really care if they *should* or *should not* have been taking care of the trailers. I care that they *were* responsible for the trailers, and that they deliberately covered up the problem. If it was HUD's problem to fix, then FEMA should have found the problem and screamed their asses off to HUD to fix it, not swept it under the rug, put a sofa on the rug, pissed on the sofa, then set fire to the whole house.

They're first responders.

The record would appear to indicate that this is not, in fact, the case. Fourteenth responders, maybe, and they stood in front of the first thirteen for as long as they could, too.

"Premeditated ignorance" is a pretty good term for this, and in my opinion, amounts to criminal negligence. By not handing off their information to anyone else, they took responsibility for it, but then refused to acknowledge it.
