My Google-fu serves me well.
By all accounts, it is Viktor Bulla's photo "Pioneers in Defense Drill, Leningrad (1937)", and can be found on pg. 79 of the book
Propaganda and Dreams: Photographing the 1930s in the USSR and the US
by Leah Bendavid-Val (editor) and Philip Brookman (author).
There's a couple of articles on a museum exhibit
here
and
here
--that last one specifically mentions this picture on page 4 of the article.
