The CBC, at least, correctly puts "wrongly" in quotation marks when saying that the USA was "wrongly" included on the list of countries where being arrested can lead to your being tortured.

melodramatic
word, really.
Perhaps a separate list of countries that don't mollycoddle their inmates should be made up.
