Two teenagers rob 9-year-old Girl Scout, return to taunt her, complain about getting caught.

"We went through all that effort to get it, we got all these charges and we had to give the money back. I'm kind of pissed," one of the girls told [TV station].

The other girl told [TV station] that she was upset because police found them.

"I'm not sorry, I'm just pissed that I got caught," the girl said.

But they did confess to taking the money, which surely means they should be charged?

Also: "Police were unable to recover the stolen money" and yet the girl(s) said they were pissed at having to give the money back...??

Bloody hell. Stories like this just make me despair for the world.

Police don't lay the charges in that state if there's no assault, no weapons, and the perp is a minor. It's the job of the state prosecutor to determine if charges will be laid.
