They're spending way to much money, attention and good will on "aircraft security" relative to other things. The terrorists know to go for the undefended spots, and overcommiting to the defense against one mode of attack is leaving a lot of those.
What's that about generals always fighting the last war?
They're already tailspinning into a recession, so it makes perfect sense to start cutting off one of their large methods for bringing in money. If it didn't affect the global economy, I'd have to laugh at the stupidity and say they deserve everything they get. (I still think they do, but dammit, we shouldn't get screwed over as well.)
