I read it as "The neighbor -- who wishes to remain anonymous -- saw Price walk out onto his deck, stand a round metal table on its side and use the hole in the umbrella to have sex.". In the article linked to. Okay, deck I suppose isn't a porch (although I claim justifiable confusion due to the various names for these things in various regions of the US), but it's definitely explicitly described as "his" deck, not a public park.
I can see the confusion between "deck" and "porch", and I think I see the further confusion.. the article I read (I think it must have been a different version or they updated it later..) - said that he was seen in a public space or park area, having sex with the umbrella hole on a table... which implied (to me at least,) that he was lying on the table doing it. My apologies, I didn't have the latest information.
