Your eyes are not fooling you. They have tiny heads for their bodies. Hyenas normally have huge jaws, big teeth, and heavy thick skulls to anchor powerful jaw muscles to, for cracking bones and chewing up hooves and horns.
Aardwolves eat termites, which are soft, so their jaws are very small and weak, and their skulls have degenerated - they hardly even have teeth, and tend to loose what teeth they come with.
And their ears are enormous, which just makes the head look even tinier.
