If it is a Lipizzan, it's too young to be doing the airs above ground; they're slow-maturing horses and it should be mostly gray by the time it's started on the airs.
I don't think it's a Lipizzan, actually. What it's doing isn't one of the airs, and if it were a horse being schooled haute école, it would be on a longe line. I think it's probably a horse in trick training.

This guy was mentioned on Fugly Horse of the Day a couple months back. Can't remember the name but he's a trick trainer, possibly for film? He was mentioned in conjuction with why it's a really BAD idea to teach your horse to rear.
A lot of the horse pictures theweaselking posts make me wince. They're not puppies, people! They're 1000-pound prey animals who, deep inside, are convinced that, yes, that flapping tarp is going to eat them OMG RUN!
