I will assume, with an excess of good nature, that this is about preventing unwanted sexual attention (the example of the 18 year old boy showering with girls) and not about "OMG the gays will rape our precious straight youth because who could expect someone to control their sexual impulses".
Of course, he suggests that at 18 him using the girls showers would have been an "absolute catastrophy" so you be the judge.
This causes the obvious problem of (say) putting all the gay boys in a shared change room, where it leaves them all open to potentially unwanted ogling by each other.
There's obviously no good solution here. I say throw out the public change areas and public showers entirely and give the kids some privacy, fer crissakes.
I'm worried less about the gay boys and girls getting it on, and more about the gay boys and girls getting their asses kicked, along with all the standard effects of an oppressed minority being given "separate but equal" equipment.
I'd like to think there'd be a backlash of all students using the "gay" bathrooms in solidarity--there would have been at my high school. Maybe not in Idaho, tho'.
Gods yes. I hated that at my school the girls' changeroom had changing and shower stall, and the guys had a pair of big open rooms.
What's he proposing? Gay men use women's facilities and gay women use the mens'? Cause that seems like a bad idea. And I don't see how having four facilities, one for each gender/orientation would work at all. Not to mention the problems with bisexual students.

Meh. Ugly sentiment aside, it appears the gentlemen is old and prejudiced, and the rest of the folks steering the ship have enough sense to not try and implement such asshattery and go begging for lawsuits.
Certainly no water was intended to flow through them while financial constraints and lack of training caused KBR to accidentally fail to ground the lighting properly. Proactive, see?

My university has unisex (single stall) bathrooms as well as the usual multi-stall sex-segregated bathrooms. While a person who identifies as a man/woman may use the men's/women's bathroom, they can also use the unisex bathroom if they feel more comfy that way. These bathrooms are also more wheelchair accessible than the regular ones.
(They are also nicer to poop in, since no one else is in there.)
