I don't think it's water, I think that's a white ribbon tied to the balloon.

Yes, that's a ribbon, not a splash of water. But look closer, what finally triggered the leap was that the collapsed balloon was still hooked to the cat and appeared to lunge at it when the cat initially backed away. Thus, this was not a delayed reaction to the bang but an instantaneous reaction to getting lunged at by what had already become a novel and thus uncertain entity.

It's kind of like that scene in The Two Towers where Legolas mounts that horse backwards and you're like "WTF HOW DID HE DO THAT? Oh yeah, elf." The way cats move is uncanny.
