"Barracuda" was played at the 2008 Republican National Convention after speeches by the party's presidential nominee John McCain and his vice presidential candidate Sarah Palin (most likely a reference to Palin's nickname "Sarah Barracuda"). On September 5, 2008, the Wilson sisters made a statement to the press disassociating themselves from Palin's views,[citation needed] and later Sony BMG and Universal Music sent a cease-and-desist order to the Republican campaign.[7][8] However, Roger Fisher, (founding band member and one of the five co-writers of the song), was reported to be "thrilled" by the song's use, as the publicity it generated allowed him to endorse Barack Obama's campaign to a much bigger audience, and the additional royalties generated allowed him to make a bigger donation to Obama's campaign.[9] (The song is licensed for use in public performances under a blanket fee paid to ASCAP by the Republican National Convention; the Xcel Energy Center's ASCAP license itself did not cover non-sporting events.[10][11])
So...no. Roger Fisher does not hold the copyright. However, public performances don't have to go to each individual copyright holder (the song was co-written by all three members of Heart in question, according to them). However, Fisher was thrilled with the McCain campaign's use of it, as the proceeds/royalties allow him to make a much bigger contribution, and it generated publicity he was able to use to drum up support for his preferred candidate: Barack Obama.
It is probably considered polite in today's society to honor requests such as were made by two out of the three writers of that song, and not use their song if they don't want them to, legality of the issue aside.

I remember when Heart first came out, and the interviews made Roger out to be the writer, Ann and Nancy at the time were impressed how he arranged their "poems".
As for the usage, I've been in entertainment my whole life, and that was my understanding of that use of the copyrighted material.
