So, you have to see them "by accident" and then report them? Oh sure, I can see that one: "So, I saw Ms. Sanchez getting undressed. I stayed concealed to make sure she took off all of her close before I reported it to the police. Ms. Sanchez does this every day at about 4:15 pm, in case you want to catch her in the act."
