Not really. An "October Surprise" is something that someone was sitting on to release for an impact. This is something that Harper *failed to hide* - kind of like Palin and the report that hse definitely committed a crime by abusing the Governor's office to pursue personal vendettas.

An october surprise, in Canada, would be Gilles Duceppe releasing photos of RoboHarper getting his oil changed that he's had since January.
