Pedobear makes me laugh. Not even the losers at 4chan ever let this particular Wile E Coyote catch the underage Roadrunner, but he's always so happy regardless.
Pedobear is the very cute little teddybear on the pumpkin. He's a pedophile, and can be seen chasing down any hint of someone underage having sex. There's no real cartoon - just that image of him smiling mid-run.
That's the whole joke. And it's funny because he gets photoshopped into inappropriate pictures or used to make things like this "free candy" table into an appropriately-scary-while-still-harmless hallowe'en decoration.
He very seriously is Wile E Coyote but for children instead of the Roadrunner. He's a less serious version of photoshopping Chris Hansen into a picture.
