Actually, when DC bought Charlton comics, they initially wanted a limited series to establish Blue Beetle, Captain Atom, and The Question into the universe alongside Superman and Green Lantern and all. The editors liked Alan Moore's treatment but decided that the endings were a little too radical, so they switched it to an Earth with no other heroes and the characters became Nite Owl, Doctor Manhattan, and Rorschach.
