If you click on the pic, you find yourself in a version of LiveJournal written in Cyrillic, which pretty well narrows it down to Russia and other countries that use that alphabet.

Maks' journal is a photoblog where he pulls pictures from all over, though, just like me. So there's no guarantee that it's somewhere Russian, since *I* post pics from all over the place, just like he does.

The very first comment on that page also asked where the photo was taken. Maks' reply (clumsy translation, I'm afraid):

It is photoshopped. :( I hate to say it, but even though the photoshopping is done very well, I can see glitches which arise in collages.
Two kinds of tile joinings, for example, very unnatural. The picture falls into precise blocks, the light source is not clear, and at the old woman the resolution is less than at the rest of the picture.
