I think I've actually heard it used before in reference to Intelligent Design and the manufactured controversy over Evolution. Still, it is a great term. :)
I see I've been beaten to the punch, but I had to comment on "manufactroversy". I am so finding a way to use that. I <3 neologisms in all their wordy goodness.
