Nope. It's WoW (fan probably) art. That's a gnome, probably an engineer by the goggles, and the 'Swamp Thing' is a Fen Dweller. It's mostly obvious from the bob-thing on the fishing line.. that's what it looks like when you fish in WoW.
Also matches the general art style that seems thick in the WoW fan art community, although I'm not sure why - Blizzard doesn't have art like that AFAIK.
