Hrm. I'm fairly sure the Nazis never outsourced their concentration camps to external contracting companies with a view to making a profit, so I'm not sure that'd work from a historical point of view.
People can post competitive scores and stats showing Zyklon consumption, train passengers per hour, etc. Build new and more advanced breakdown and extraction facilities to reclaim more gold fillings, financial histories, hidden riches, and account information from luggage per day. Halfway through, your engineers report that new technological advances from IBM and Ford allow you to up your overall JPD count(or KC if you want to be offensive) abilities!
I'm told that some military/police types look to professional or near-professional FPS gaming clans/matches to improve room clearing, building assault, and CQB tactics. I'm kind of worried about what people could learn from watching stuff like this.
Military and police (respectable agencies, at least) do not look at FPS matches to develop room clearing and CQB tactics. The 12-50 year old gamer who has never been shot at has nothing valuable to contribute to TTP's or related doctrine.
But only because I can't for a moment imagine someone being serious about it, if I thought the designer was actually planning genocide I'd be horrified...but you can't make a shock joke this funny without recognizing the horror of it in the first place so if anything it's a reminder of why it's awful while being damnably funny.
Not sure which makes me a bad person... the fact that I snrked, or that I immediately thought "Hanging? That's never gonna scale..." right after spotting the gallows.

If the WP article is accurate, the game was awarded the "Most Unnecessary Game of the Year" award by IGN in 2001.
