Rubber doesn't feel TERRIBLY different from flesh, under a knife. This might be a guy who wants to cut people but knows that's wrong. He still craves the sensation, so he goes for exercise balls. It's clever and responsible of him, really.
There's a whole lot of people who are attracted to rubber-as-rubber, and balloon fetishists are about equally divided between "poppers" and non-poppers. If he wanted the feeling of human flesh beneath the knife, he should have gone for pork with the skin left.
(I have cut and sewn both human skin and pork with skin. It feels pretty much the same.)
I read the article and started thinking of my college buddies, none of whom had a fetish anywhere near this. I finally realized that the AP logo (http://www.google.com/hostednews/img/ap_logo.gif) was reminding me of my alma mater (http://www.apsu.edu/).
