I don't think that's the case, as they cut between each word. I suspect that it was cut for ease of transport, possibly with an eye toward smuggling it out in smaller containers.

Assholes, certainly. But for scrap value? Maybe not so much. They took the time to cut it between the words, rather than render it into random, smaller, pieces, which would just about be the ONLY way to self/fence it as scrap.
