In US terms: Last year the President was going to be impeached and tossed out of office, but he told Congress they weren't allowed to hold meetings so the process of impeachment couldn't go through. That worked so well that this year he's doing it again to shut down an investigation whose results he feels might by unflattering to him, and also because his party is a minority in Congress and can't stop other parties from passing whatever laws they want just by ignoring him - so they're ending Congress rather than putting up with the fact that they're ineffectual and legally forced to truthfully answer questions about their actions as long as Congress is sitting.
And he can get away with it, too, as long as he waits long enough for people to forget it by the time the next election comes around.
