Because they're training men that no doesn't mean no (as if anyone who kept at her that way didn't already believe no doesn't mean no; as if the only reason she'd finally say yes was because she was tired of stringing him along and not because she thought that if sex was going to happen anyway it'd hurt less if she consented).
