It satirizes the frequency with which construction companies manage to sever underground fiber-optic and similar cables as they're working (http://royal.pingdom.com/2009/09/08/a-billion-dollar-fail-backhoes-and-drills-damage-100k-telecom-cables-every-year/).

So, the joke is, if you're lost in the woods, bury the coaxial cable, and a backhoe will show up soon just to sever it...
