How is the guy resisting, when he's lying on the ground, yelling in agony, in a semi-fetal position? Is the cop using it as a verb form of resistor (http://dictionary.reference.com/browse/resistor)? If so, that's completely involuntary. WTF was the cop thinking?
Generally, resisting is "police language" for not complying with orders.
People have been tasered before for being paralyzed (as in, sitting in a wheelchair) and unable to comply with demands that they get on the floor. People have been tasered for being seizuring from being tasered and therefore unable to comply with orders.
I think even most cops look at it as an "asshole cop" thing to do, but it doesn't stop the population of asshole cops from doing it and making the news every few months.
Pairs nicely with the man who had the crap beaten out of him for trying to leave the hospital when he learned he was scheduled for someone else's cancer surgery.
