Good point. It might be more effective to go the Jeep Carrier route and build a flattop on top of an existing merchant hull.

Coming soon, HMS Prince of Wales. They haven't finished building it yet (I don't even think they've started), but they've going to sell it.
Because the cunning previous government signed a contract we couldn't afford in which cancelling the building costs more than paying for it. So building it, then selling it on, makes more sense than not building it.
The sister ship will be built and kept. But the planes to go on it won't be ready for at least 5 years after its launched.
So we've done a deal to share it with the French. Who have more planes for aircraft carriers than they have aircraft carriers.
...except that when the recession ends (which'll probably be roughly about the same time that the new boat is finished) we'll have to spend another couple hundred billion to get a new aircraft carrier that is only as good as Invincible was rather than the modern boat we'd overwise have.
The condems are literally planning for this recession to last forever, like some wounded animal that doesn't grasp the concept of the future particularly well, and so can't take short term losses to make long term gains.
