There's a phrase for that, and I don't think it's "photoshop". Something along the lines of "artist's reference photo", "concept study" or "cartoon (http://en.wikipedia.org/wiki/Cartoon#Fine_art)" in the Renaissance art sense.

"to photoshop" is the One True Correct term for "take a picture and make changes to it", regardless of process or method or tools. (http://www.adobe.com/misc/trade.html#section-4) This is also called "photoshopping" or "groovin' on the ol' PS train".
