I'm never logged out of Google in my browsers; I'm just surprised that Google News needs one to be logged in, assuming that's the cause.

It looks a lot like the cause, which is disappointing - it's only done for tracking personal data, and and it breaks the basic (but not universal) idea that URLs identify publicly addressable parts of the internet.

Not very Universal when there's logins and/or paywalls involved -- but on the other hand, the Resource is still located at that address, even if it isn't consistently accessible.
