More specifically: They were in the tub for feeding (mess control) and play time.
The black tray held food - which by the point of this video is mostly in the otters but also all over the tub. Next video is tub with water for the otters to play in. They were released back into the wild after being nursed up just a few weeks ago.

Young otters don't even catch their first fish until they are six months old, and they are not self-sufficient until the age of 40 weeks. Releasing babies like this back to the wild would mean certain death without a mother to provide for them.
The video is from early March. The otters were released in late June. They had three months of development after this video was taken before they were released into the wild.
We don't know anything else about their captivity other than that, at one point, they were in a bathtub making chirping noises. Possibly this is not an otter's idea of a great time, of course.
I suspect that if the YouTube user "WildlifeRehaber" had had any better otter options, they would have been chosen.
It sounds like they've since had another otter come their way after a car accident, so it's not now a one-time thing; perhaps you could share any otter care information or resources you happen to have with them, in case it happens again?
