Here is something that might work: Click on the title of the post -> the address should appear in the form: user.livejournal.com/5858598.html Add ?expand_all=1#comments to the end of that address. Press enter. Profit?

I agree. It's also not working for me. Ctrl-Alt-+ is also supposed to expand all, but that did not expand everything for me either. (Might not be working for me because I refuse to enable Javascript here.)
I just re-upped my journal (I've been a paid member since 2001) and re-paid for my two extra icon packages (because I have 210 icons), and now I can't fucking USE them because they're appearing in, of all things, UPLOAD ORDER (did no one thing "alphabetically" might be a logical choice?), as well as the fact that forcing all of them to load before I can comment is infuriating.
I had a "?style=mine" override that worked for YEARS (so that entries/comment pages appeared in my preferred style -- some people's font/color choices were actively painful for me to read), and now that's broken, too. Given that I just went through a freaking surgical procedure to deal with my migraines, it's making me CRAZY that the site I spend the most time on has just ACTUALLY MADE IT PHYSICALLY PAINFUL TO READ.
I'm not the only one -- a bunch of people with either vision issues or migraines were saying that these new comment pages HURT. I have my screen brightness turned all the way down, and it's still unpleasant -- before, I had it set to black text on a light grey background, and it was a lot more comfortable to read.
Yeesh. Once again, LJ balls up by the simple act of not testing their code. Would it be too much to ask to have, say, an LJ_Beta community where users can sign up to test the new schemes before they are rolled out to everyone?
OH AUGH WHAT HAPPENED. I had no idea the LJ comment system had changed 'til I saw your post. Then I clicked to reply and welp. This is... a new thing, all right. Yes. A Thing.
It's not pointless! Won't the new layout and look be amazingly snazzy on a tablet, where everything needs to have enough white space around it that you can be sure to hit the right bit of screen with a fingertip?
(Seriously, I'm getting a lot of the same impression from this as I am from GMail's new look. And yuck.)
