I'm not sure. The uncontracted version is older, and much more useful for addition, but then they go and use IX instead of VIIII

There's a clock in Rouen (called, wonderfully, the big clock - the street it's in is called the Street of the Big Clock) that has the same issue. Here's a sample page about it (http://www.tousazimuts.org/article-25173627.html). I'm guessing it's a matter of space.
