Pretty sure the kitty doesn't have the abdominal strength to do the reverse-order clamber-up, and is in fact falling out.
That said, your cat would probably be fine, assuming it's not higher than a second-story porch. (Or that you're 8+ stories up, which is above terminal velocity fall and actually increases survival chances.)
Well, hopefully if we're talking about a potentially fatal fall, Kitty Momma or Dad is not standing and clicking with a camera while the cat buys it...but people are so strange that who knows? (I can see snow at the bottom of the picture, so hopefully this is a deck that is not very far from the ground.)
The point where the railing ends and the steps begin is visible in the upper left, so I strongly suspect that doofus here fell about a foot, landed in the dirt, and injured only his pride.
I hope so. I hate "funny" photos or videos that involve something actually getting killed or hurt, like some of the macros that involve cats who've frozen to death. But yeah, I think you're right. I can sooo see my cat doing this! (Except we're two stories up, which is why our railing is screened.)
