I'm not sure they will be DRM free. When the BBC originally launched iPlayer, they wanted to do it without DRM, but discovered they were unable to do so because of various rights issues.
We shall see, but I think you are reading too much into the story. Until I see someone form the BBC state the content will be DRM free I'm not convinced it will be.
Sadly, given that it is to be for "rate payers" only (ie, not available to non-Brits), we will have to continue waiting for it to be aired on broadcast/downloading torrents here in North America.
