To the first, I suspect the answer is "is stupid/young/young and stupid", and/or "is embarrassed about something on, about, or around his junk". Stupid may be a synonym for young.

I think a guy who doesn't want his wife to look at his penis should find a woman who's not interested in looking at his penis. Otherwise, what sort of negotiations might they need, if she's an enthusiastic penis-looker? In what situations can she look at it, how often, and for how long? What about lighting? Can she look directly, or only with her peripheral vision? Perhaps with some sort of filter?
But most crucially... does she intend to express an opinion about said penis?
