Not much, in practical terms - he's been resoundingly and unanimously rejected at pretty much every turn, and this is just an admission that he's giving up to which we can all give a hearty "good riddance".
I mean, seriously, dude is basically an American Republican, with a long track record of endorsing and supporting Bush's policies, trying to run for office in Canada. None of the voters for Sane Parties (where he was trying to run) would tolerate him, and the Insane Party voters hate him because, having been a Harvard professor, he's one o' them 'leet edumacated folks and also because he wasn't running as a Tory.
Michael Ignatieff is virtually unique among Canadian politicians, in that he can unite the entire diverse country behind one single vision: Rejection of Michael Ignatieff.
I'd say this is his "Mission Accomplished", except he's actually leaving.
