My first thought was, why does a Canadian vaccine have to be approved by the US in order to start testing? Then I read the end part where they want the later phases to be tested in other countries. Still- why does Canada need the US's permission? Bah. On another note- how much would it suck to KNOW you are at high risk and be part of the group that got the placebo?

Not just wanting to do it internationally, but the processes for approval in the US and Canada are so close that there's no reason to not do both at once (and that means waiting on whichever is slower - not a long wait, usually, considering the timeframes). Oh, and doing both at once means you can get funding from both sides of the border. And access testing pools on both sides of the border.
