There's actually no context. That's a half-page of filler thrown randomly into the middle of Nextwave #2. The art is Stuart Immonen, writing is Warren Ellis.

It's from a comic that, among others, features Machine Man, aka Aaron Stack, aka Z2P45-9-X-51. Z2P45-9-X-01 through Z2P45-9-X-50 had... uhm... they were unstable. Very unstable. That was a fragment of the life of one of them.
