I don't think so, because if there was actually any tension there the ears wouldn't be sitting the way they are. But that's not my picture.

If it was actually painful, the cat would get that elastic off too quickly to snap a photo, trust me. Besides, cat ears are floppy enough that you'd never be able to do that with anything really tight; it just wouldn't hold. The cat is fine. :P
