Why do they not send these people out with minders? Seriously, is there not enough money in the Republican war-chest to pay for somebody to stand in the back of the room and make frantic shushing gestures when they do these things?
That would be too subtle to work. Instead, I picture fitting them all with shock collars and someone in a back room with a lot of buttons. That's how it works in the Harper government up here in Canada. Except every so often a member of Parlament forgets to wear the collar.
